Registering or exchanging a non-Belgian driving licence

If you plan to drive a car, motorbike or other motorized vehicle in Belgium, it is necessary to either register or exchange your non-Belgian licence.  The information here below outlines the procedure at the Leuven Stadskantoor (City Office).

Action steps

  • Since the registration or exchange is quite complex and every individual case is different, it is necessary to visit the driving licences department (zone C), located at the Stadskantoor, in person.
  • To book your appointment:

  • Bring along the following required documents:
    • Your Belgian residence permit
    • Your non-Belgian driving licence

Attention points

  • The procedure may take up to 4-6 weeks.
  • The registration (for EU driving licences only) is free of charge.
    The exchange of a non-Belgian licence costs 30 euro.
  • In some specific cases, additional documents (e.g. a Dutch translation done by an accredited translator) will be necessary in order to start the procedure.
  • For holders of a recognised non-EU driving licence only: you are only allowed to drive in Belgium during the 185 days after registration. After those 185 days, the exchange to a Belgian driving licence is necessary, as it will no longer be valid to drive in Belgium with a non-EU driving licence. You are not allowed to drive during the exchange period.
